




Sewer Certification Process
After the construction of the
sewers and pump station (if applicable) is complete, the certification
process can finally begin. The process consists of gathering of information and
data (record drawings and test reports) to create a "certification package"
for the construction project that
will be submitted to Broward County Environmental Protection Department. This
process could take up to 150 days depending on the complexity of the project.

The records
drawings are developed by the City Surveyor based on field data collected during
the construction period. The purpose of the record drawings is to show how the
project was actually constructed compared to how it was originally designed.
This
accounts for any changes made so that the City has an accurate understanding
of where the pipes are located. Another major component of the certification
package is the test data demonstrating that the pipes have the proper slope, are
installed correctly and that they don’t leak. There are three separate tests
conducted on every pipe. Once both the record drawings and test results have
been completed, they are compiled into the package for submittal to the County.
After
submitting the package, the County has 30 days to review the
package and determine that it is complete. If the County has questions, they
are addressed and the 30 day period starts again. Once the package is deemed
sufficient, the county can certify the area. Upon approval (certification) from
the County, a Certificate of Completion is drawn up for the City Engineer to
sign. Once the certificate is signed, property owners in the project area are notified of when they
will be required to connect to the new sewer system.
